The famous New York crime rate has been plummeting, to
the delight of everybody except perhaps some frustrated criminals. It began the happy downturn under Mayor
Rudolph Giuliani in the 1990s and everybody thought everybody was happy. All of a sudden, word comes down today that a
federal judge has ruled New York's "Stop-and-Frisk" law unconstitutional.
